ELK GROVE, Calif. — Residents and people who work in Elk Grove may receive additional consideration for certain affordable housing opportunities after the City Council approved a new Local Preference Program in October.
What the Council approved
According to an October 20, 2026 report in the Elk Grove Citizen and the October 14 City Council agenda, the Council adopted a resolution creating procedures to prioritize eligible applicants who live or work in Elk Grove for certain affordable rental and ownership units supported by the city.
City-supported properties may include developments receiving local financial assistance or other city considerations. The preference is intended to help residents maintain ties to schools, family networks and jobs, and to make it easier for local workers to find homes closer to employment.
Does local preference guarantee an apartment?
No. Applicants still need to satisfy each housing program’s income, household size and other eligibility conditions. Rules imposed by state or federal funding sources may also limit how a local preference can be applied. A preference does not create new vacant units or eliminate waiting lists.
The city’s materials also discuss programs serving people experiencing homelessness, but any individual priority or referral procedure must be checked against current adopted guidelines rather than assumed from a summary.
What residents should do next
People seeking housing should consult the City of Elk Grove and authorized property-management listings for actual applications, income limits and waiting-list openings. Do not pay an unofficial broker for a promise of priority placement under the new policy.
